Job Summary & Responsibilities The Technical Lead interprets the technology solution proposed by the application domain lead and/or solution architect and translates into technical designs and specifications. This position provides a breadth and depth of understanding in system integration and cost/time impact. Works as part of project team to gain understanding of feature requirements and drive their detailed definition. Documents design and leads review of code returned from developers and ensures it meets the detailed design. May supervise Developers or oversee the work product of consultants.
The organizational impact involves problem solving and decision making which pertain to the development, implementation, or interpretation of procedures and techniques or applications which are central to major business systems within the organization.
1. Identify and assist stakeholders in defining user business needs, processes, and requirements and prepare functional specifications documents; responsible for reviewing business requirements for potential projects, providing approval to move the project into the design and development stages, and releasing project to move into test phase.
2. Develop technical designs and specifications for complex, multi-platform projects, and review the designs of less experienced staff.
3. Create and code computer programs in line with system functional and technical specification, and review the code of less experienced staff.
4. Develop unit test plans, verify the operation of computer programs through testing and debugging code in accordance with established plans, and review the test plans of less experienced staff.
5. Develop and recommend implementation plans, obtain agreement from other technical areas on the plans, and review the implementation plans of less experienced staff.
6. Select, assign and train subordinate personnel, monitor their performance, and recommend or initiate associated personnel actions.
7. Serve as backup for Domain Applications Lead on smaller scope projects where necessary
8. Perform related responsibilities as required or assigned.
Qualifications Knowledge and Skill:
• Thorough and detailed knowledge of Microsoft .Net Framework version 4.0 and the C# programming language. Requires expert level skills in c#, .Net4.0 and Oracle.
• Thorough and detailed knowledge of personal computers, LAN, and communications (modems).
• Thorough knowledge of computer software packages including word processing, spreadsheet, database, and Windows applications.
• Good problem solving and analytical skills.
• Ability to identify and resolve hardware and software problems.
• Excellent oral and written communication skills. with both technical staff and business customers.
• Ability to execute project plans that streamline business activities
• Strong interpersonal skills with the ability to work with all levels or personnel and outside vendors.
• Experienced in creating detailed technical design documents from project business requirements.
• Experienced in working with offshort development teams.
Required Education/Experience:
• Bachelor's degree in Computer Science, MIS or a related field.
• At least eight years of related system development experience.
**Direct applicable experience may be substituted for a degree at a rate of two years experience for each one year of education.
