The Health & Education International Division (HEI) encompasses HLSP and Cambridge Education brands, and specialises in the health and education sectors, working in low & middle-income countries. In collaboration with international agencies & national governments, we work to advance and improve health and education systems.
From January 2012, the HEI Division will be structured across 5 subdivisions: EUNA Education; EUNA Health; Global; MESA/APNA and Australia. The Global Subdivision encompasses mainly non-region specific work such as frameworks (e.g. DFID HDRC) and short term work for Global Health clients such as UNAIDS, GAVI, WHO etc. A significant proportion of the portfolio is programmatic evaluation. The Subdivision covers some education work, mainly through frameworks.
The Subdivision Manager will hold overall responsibility for all aspects of the Global Subdivision including business development, customer relationships, people management and financial performance. With regard to Global education, s/he will be supported by senior education staff in the Division.
This senior management role will provide strategic direction to the growth and development of the international health business across all regions, enhancing and strengthening relationships with Health clients.
As a member of the Divisional Board and of the Divisional Senior Management Team there will be a management role across the wider HEI Division. Job Description Many of the health technical staff based in the Global Subdivision work across the African and Asian regional health and education businesses as well as for global clients. The Subdivision Manager, Global will work closely with other Subdivision Managers to ensure appropriate technical support is provided to the regions.
The responsibilities of the role will include, but not be limited to the following:
Direction & Growth - Strategic planning of short and long term direction of the Global Subdivision strengthening the short term technical assistance business and making it more sustainable - Liaise, network and encourage collaboration within the Division, Unit, Region and Group to promote the international health development business - Actively participate in the strategic and operational planning of services and developments across HEI - Contribute to strategic overviews of the international health business and updating of Divisional strategic international health plans
Operational Performance - Ensure the efficient and effective operation of the Global Subdivision - Provision of monthly and quarterly reports to the Divisional Manager and Divisional Board - Work closely with key Subdivision management staff on: i) All aspects of ongoing projects and staffing ii) Positioning, client relationships and partnerships for new work for Global health clients iii) Decision making on, and bidding for, new work iv) Monthly reviews of the financial performance of all projects v) Managing global education frameworks vi) Ensuring availability of key technical health advisers to support bidding and project activities - Liaise with other Subdivision Managers and the Education Practice Leader to ensure support and development of the education business within the Global Subdivision - Provide support to other Subdivision Managers with the development of the health business in their regions - Line manage senior members of the Global subdivision
Business Development - Be responsible for positioning the international health business with Global health clients for downstream work - Focus on client relationships with key Global health clients and take the lead on client relationships where agreed - Work closely with other Subdivision Managers and health specialists to share client and competitor knowledge and support business development - Support bid development processes by deciding on which bids to pursue in Global and advising on bids to pursue in other regions - Provide inputs on proposals including technical writing, commercial etc. where appropriate - Promote the use of Ten Steps and other business development systems, tools and protocols used by the Group
Technical inputs - Undertake selected technical advisory assignments, particularly for strategic reasons - Provide quality assurance of ongoing projects, reports, bid submissions and products - For other regions provide quality assurance support to key bids and projects as requested
People - Be a visible leader and role model, demonstrating and promoting Mott MacDonald's 'PRIDE' values, a health and safety culture, and high ethical standards - Ensure robust systems are in place to facilitate personal development plans for all staff and provide quality feedback to employees - Carry out annual Performance Development Reviews for senior staff in a timely and efficient manner ensuring personal objectives are aligned with the Divisional business plan - Provide good quality feedback to employees, equally dealing with difficult staff issues and recognising good performance, with reference to the Senior HR Adviser as appropriate Candidate Specification To be successful in this role your skills and experience will include:
Experience - Previous role in a senior management position within a health consultancy business. - A recognised technical expert within the health development sector, i.e. with international donor organisations/funding agencies/UN/INGO agencies, and the ability to undertake fee earning assignments in the sector. - Significant experience within international health development to provide in-depth knowledge, expertise and judgement on issues affecting the sector. - Significant experience of working in developing countries in a health development role, either as a consultant/adviser or with a major international development organisation. - A demonstrated knowledge of networks within the international health development sector. - Ensuring customer satisfaction and securing repeat business.
Skills - Demonstrated ability to work collaboratively: communicating, building relationships and influencing effectively, with colleagues, clients and stakeholders. - Demonstrated ability to lead and manage teams in a multi-disciplinary environment. - Proven strength and capability in commercial management and strong business acumen. - Proven strength and capability in business development and strategic business planning activities. - Excellent communication, interpersonal and teamwork skills - demonstrated in complex, changing development environments. - Ability to manage change in a positive, flexible and constructive manner. - Able to multitask and maintain a critical overview of interrelated tasks, projects and issues, ensuring delivery according to targets. - Excellent written and oral English language skills are essential. Ability to work in an additional language(s) would be useful.
