Procurement Manager 2
Responsible for overseeing subcontract administration. Directs the activities of subcontract administrators in developing specifications, work statements, and terms and conditions for procurement of specialized materials, equipment, and services. Prepares bid packages, conducts bidders' conferences and analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts. Negotiates and coordinates additions, deletions or modifications to subcontracts. Participates with contracts administration and purchasing to develop subcontract policies and procedures. Monitors the cost, schedule and performance aspects of major subcontracts.
This particular position supports proposal development by actively engaging subcontract administrators to ensure compliant subcontract proposals are obtained. Must have an appropriate degree of knowledge regarding the Federal Acquisition Regulation (FAR), with specific working knowledge of Parts 15 (Contracting by Negotiation) and 31 (Contract Cost Principles and Procedures); Cost Accounting Standards (CAS); and Defense Contract Audit Agency (DCAA) audit procedures
Basic Qualifications: Ten years experience with a Bachelors degree in Business, Finance or a Technical curriculum or six years experience with a Masters degree.
Preferred Qualifications: Certified Professional in Supply Management (CPSM) designation from the Institute for Supply Management, as well as the Certified Professional Contracts Manager (CPCM) designation from the National Contracts Management Association or Defense Acquisition University is a plus
